Scott, I found information about this card in a book called The Full-Color Guide to Marvel Silver Age Collectibles by J. Ballman. The card was issued by a company called Personality Press to accompany a set of nice-looking posters of the characters indicated on the card. The intent seems to have been to cash in on the TV shows that began airing in the fall of 1966, although the set of posters included characters that did not appear on those shows. The company sent flyers with MMMS mailings and advertised in the comics. See FF # 62, right after the Bullpen Bulletins page. Ballman writes that the relationship between the company and Marvel was not clear; the company had a separate address, although it was right around the corner from Marvel. The company produced a couple more posters and some buttons in 1967, and that apparently was that.
